Paula S. Benne, CSP, CTS
President/Owner
Paula purchased C&S Employment Solutions in 1989 and continually strives to remain the employment leader in central Missouri. She has implemented several changes throughout the growth of C&S to meet the demands of area companies and hiring managers and to meet the needs of our workforce. Paula is a certified WBE and a member of NAPS, ASA and AIMS. She is also ASA Employment Law Accreditation Certified, NAPS Certified Temporary – Staffing Specialist (CTS) and ASA Certified Staffing Professional (CSP). She has a strong commitment to continue her staffing, employment law and business education by attending seminars and training programs.
In 2021, Paula was appointed to the Central Workforce Development Board (CWDB) for the Central Region where she hopes to make advancements for businesses and the workforce in her area. She is also an active member of the Jefferson City Area Chamber of Commerce where she served on the Executive Committee as Treasurer and received the 2022 Chairman’s Award. Paula serves on the Workforce Coalition (co-chairing the childcare action committee).
In 2011 and again in 2019, Paula and her company won the “Best of Staffing award”, placing C&S in the top 1% of staffing companies nationally. In 2016, she was recognized as one of the “16 in 16” women of Central Missouri. In 2004, she was nominated as “Businesswomen of the Year.” In 2003, she was awarded the “National Leadership Award” and, in 2002 and 2018, was awarded “Who’s Who in Mid Missouri” and “Program of Excellence.” In 2000, C&S Employment Solutions garnered the Jefferson City Area Chamber of Commerce “Small Business of the Year award.” Paula is also proud of her staff and company for winning the Readers’ Choice award as “#1 Employment Service” each year since the inception of the award.
Paula is the founder and co-chair of the Redemption Inside the Walls concert and ministry where each year, a deserving nonprofit is chosen to be the recipient of proceeds generated from the concert. Paula and her staff also team up to raise money for the Big Brothers Big Sisters of Jefferson City and the Zonta Second Chance Scholarships to name a few. Paula is an active member of the New Hope Baptist Church.
Mary Heimericks, CSP
Claims Manager
Mary started in 1994 as a temporary data entry clerk; then was hired as the receptionist. Mary is responsible for providing business and office expertise for all C&S staff/personnel; performs routine and daily office functions; manages worker’s compensation insurance claims, records and reports; maintains office inventory; prepares professional resumes; conducts criminal background searches; assists the accounting department. Service awards were presented in 1997, 1999, 2004, 2009, 2014 and 2019.
Mary is a Notary Public; an Honorary Member of the Jamestown FFA; and a member of St. Martin’s Catholic Church.
Carrie Russell, CTS, CSP
Staffing Specialist
Carrie brings over 25years of experience in the staffing industry generating, promoting, and developing relationship with clients and employees; supports the growth of the organization through continued recruitment, retention, organization and staffing client’s needs; provides training to new in house staff on policies, procedures, and software; acts as consultant to local companies on employment laws, local industry salary, and employment market changes. One of Carrie’s largest clients is the State of Missouri and has been providing office and professional staff for local state offices for over 15 years.
Carrie is certified by ASA in Employment Law and NAPS in Temporary Staffing. She’s a member of the Jefferson City Chamber and Leadership Jefferson City’s class of 2004. Carrie also participates in the March of Dimes “Blue Jeans for Babies”, American Cancer Society “Relay for Life”, and is a memberof New Hope Baptist Church.
Darlene Norment, CSP
Accounting Director
Darlene came on board with C&S as a contract employee in 1997 after selling her partnership in Capital City Telecom. She started her own company Norment Professional Services, in July of 1989, and shortly after contracted with C&S to do payroll, accounts receivable, accounts payable and general ledger functions.
Darlene is a member of the Jefferson City Chamber of Commerce, Zonta of Jefferson City, and has been active in her Church in such rolls as parish council member, home and school association officer and as a Catholic Youth Group leader. Darlene has served as the C&S American Cancer Society’s “Relay for Life” Co-Captain and has been instrumental in organizing the annual fundraiser BBQ.
She continues her education through seminars and train courses relating to Wage and Hour Law, Child Support and Garnishments and Unemployment Compensation. Darlene received a service award from C&S in 2002, 2007, 2012 and 2017.
Sonnett Cagle, CTS, CSP
Staffing Coordinator
Sonnett’s office and management background comes from over 25 years of experience in various offices in 4 different states; eleven of those years were in management. She also owned and operated her own business.
Sonnett is ASA Employment Law Accreditation Certified, NAPS Certified Temporary – Staffing Specialist, CTS, and ASA Certified Staffing Professional, CSP. She continues her staffing education by attending seminars and training programs. In addition, she is a 2005 graduate of Leadership Jefferson City and in 2007, she was a one of the finalists for the Outstanding Customer Service Award presented by the Jefferson City Chamber of Commerce. Sonnett received service awards at C&S in 2004 and 2009.
Sonnett generates, promotes and develops sales and client relations while maintaining the highest customer service standards. Sonnett fills client orders with qualified employees, including temporary, direct hire and professional.
Sonnett is a member of the Central United Church of Christ, the Jefferson City Chamber of Commerce, and past co-captain for her American Cancer Society Relay for Life team.
Mandy Thomas
Area Account Representative
Mandy Thomas started with C&S in 1998 and returned after a 12 year absence working as an Office Manager for Missouri Record Service, Inc. Mandy’s experience with client marketing and customer service enables C&S to stay in close contact with candidates and clients. Mandy represents C&S by attending job fairs and community events. She also works very closely with the Staffing Specialists assisting with recruitment, orientation and placement of employees.
Mandy is a member of the Jefferson City Chamber of Commerce. She is a 2013 graduate of the Chamber’s Leadership Jefferson City. In 2018, Mandy was a finalist for the Exceptional Employee Award sponsored by the Jefferson City Chamber of Commerce. Mandy is also a member of the Callaway Chamber of Commerce and The American Staffing Association. She is a member of Zonta of Jefferson City, chairing the Zonta’s Yellow Rose Luncheon in 2017 and also serving as the chair of the Women’s Expo for the Yellow Rose Luncheon.
Mandy is a lifelong resident of the central Missouri are and currently resides in Jefferson City with her family. She is a member of St. Peter parish.
Nicole Wilson, CSP
Payroll Clerk
Nicole came aboard in 2007 working part-time throughout her college career at William Woods University. She started out with entry level jobs, assisting others in the office with their needs and filling in for the receptionist. After graduating she joined the payroll department assisting the accounting department. Nicole is responsible for processing C&S payroll from start to finish.
She received service awards presented in 2012 and 2017.
Stephanie Lehmen
Community Relations Coordinator
Joining C&S Employment Solutions in 2017, Stephanie brought with her over 20 years of marketing, sales & community relations experience. Stephanie’s experience with marketing and community relations enables C&S to maintain and build client relationships and community involvement. Stephanie coordinates all marketing efforts for C&S and works closely with the other C&S staff assisting with recruitment and business development. In 2022, Stephanie received a service award from C&S Employment Solutions.
Stephanie is very active in many areas of the community. She is a member of the Jefferson City Area Chamber of Commerce where she serves as a Chamber Ambassador, past Ambassadors co-chair & Ambassador of the Year, Business Leadership Summit committee & past co-chair, Chamber BBQ committee & past co-chair, Chamber Gala committee & co-chair, Chamber Champions, Partners in Education, Chamber Golf Tournament committee, 2002 Leadership Jefferson City graduate & past LJC session coordinator. In 2023, Stephanie was presented the Jefferson City Area Chamber of Commerce Naught Family Award for her civic service. In 2019, she received the Exceptional Employee Award presented by the Jefferson City Area Chamber of Commerce. Stephanie is the past-chair of the Big Brothers Big Sisters of Jefferson City Advisory Board and serves as vice chair and marketing committee chair and is also a Big Sister in the community-based program. She serves on the board for both the Jefferson City West Side Business Association and the Jefferson City East Side Business Association; currently serving as president of the JCESBA. In 2023, Stephanie was presented the Impact JCMO Most Impactful Volunteer award from Jefferson City Magazine. In 2014, Stephanie was nominated for the Zonta Woman of Achievement Award. Stephanie served on the executive board of the Council for Drug-Free Youth. She is a member of the United Way of Central Missouri Campaign Leadership Team and was recognized as “United Way Person You Should Know” in 2021. And, in 2022, Stephanie received the United Way of Central Missouri’s Linda E. McAnany Volunteer of the Year Award. Stephanie is a past team captain for the March of Dimes, United Way & American Cancer Society Relay for Life campaigns.
A lifelong resident of central Missouri, Stephanie resides in Jefferson City.
Suzette Mengwasser
Employment Verification Specialist
Suzette Mengwasser joined C&S Employment Solutions in 2022. As Employment Verification Specialist, she starts the hiring process; assists with testing and training; answers and directs phone calls and walk-in customers; updates employee records; schedules interviews and distributes weekly paychecks.
